Seoul City, the first local government to implement BIM design standards

As the first step toward applying smart construction technology to all public works projects commissioned by the city, Seoul City is producing and distributing the 'Seoul-type BIM (Building Information Modeling) Application Guidelines', the first 3D-based design technique among local governments.

As a follow-up measure to the 'Seoul-type Smart Construction Conversion and Activation Plan' announced in March, the guidelines contain procedures for BIM work that take into account the characteristics of roads, railways, and buildings in Seoul, as well as data creation and management, performance creation, delivery, and management, and utilization plans.

BIM is a core technology of 'smart construction' that implements information generated in all stages of construction work, such as planning, design, procurement, construction, and maintenance, as a 3D digital model and manages information at each stage in an integrated manner. It has the advantage of being able to detect errors in advance through 3D design and prevent conflicts between processes, enabling efficient safety management and maintenance during construction.

BIM Plus qualification, expansion of the construction field… Strengthening smart capabilities throughout the construction industry

The 'BIM (Building Information Modeling) Plus Qualification', which was first piloted in the civil engineering field last year, is being expanded to the architecture field. As a nationally recognized qualification that trains BIM experts, which are the core of smart construction, it is expected to expand the base for BIM utilization in all fields of the construction industry, including civil engineering and architecture.

According to industry sources on the 1st, applications for the BIM Plus qualification, hosted by the Korea Human Resources Development Institute for Industry and conducted by the Construction Engineering Association, began on the 26th of last month.

BIM is a technology that integrates information from the entire construction process by combining three-dimensional (3D) models with materials, processes, construction costs, specifications, and other construction information. By utilizing and sharing information generated from the planning, design, construction, and maintenance stages, errors and waste factors can be reviewed in advance, and the productivity and safety of construction projects can be maximized.

BIM, a 3D stereoscopic design technique, will be mandatory for all public works projects by 2030.

The government will mandate the introduction of BIM (Building Information Modeling, 3D design) for all public works projects by 2030 to increase productivity in the construction industry.

Lee Won-jae, 1st Vice Minister of Land, Infrastructure and Transport, announced the 'Smart Construction Activation Plan' with these contents at the 'Smart Construction Enterprise Support Center 2 Center Opening Ceremony' held at the Korea Institute of Construction Technology on the 20th.

The Ministry of Land, Infrastructure and Transport explained that it prepared this plan to ensure competitiveness in an era when values such as safety and the environment are becoming more important, judging that the construction industry, unlike other industries, has reached its limit in growth due to its low level of digitalization and its operation centered on an aging workforce.

Construction digitalization… Accelerating BIM system improvement

The Ministry of Land, Infrastructure and Transport is accelerating institutional improvements to promote Building Information Modeling (BIM) with the goal of promoting digitalization of the construction industry.

According to related ministries, the Ministry of Land, Infrastructure and Transport plans to prepare BIM implementation guidelines, including methods and procedures for creating and delivering deliverables, by the end of this month.

This is a follow-up measure taken two years after the BIM basic guidelines established in 2020. The basic guidelines are about introducing BIM throughout the entire life cycle of the construction industry.

LH to introduce BIM to all apartment designs by 2024

LH (Korea Land and Housing Corporation) is expanding the volume of BIM design, a smart construction technology. It plans to introduce BIM design to all apartment complexes by 2024 to promote innovative growth in the construction industry.

BIM is a 3D modeling that integrates and manages building information such as design, quantity, materials, and price. It enables visualization and automation of the entire construction process. Changes in materials and quantity due to design changes are also automatically set.

LH applied BIM to the design of approximately 65,000 apartments as of last year. It plans to apply BIM to 30 blocks (27,356 households) this year, with the goal of introducing BIM to all new apartment designs by 2024. It plans to apply BIM not only to apartments but also to modular housing and general buildings... ..........

Ministry of Land, Infrastructure and Transport, Focus on Smart Construction Engineering… Shifting the Paradigm

Establishing a ‘plan for the development of construction engineering’…Securing global competitiveness
Removing the barriers between industries and fostering integrated and convergent industries in construction engineering… Establishing a comprehensive construction engineering industry
Expansion of pilot projects such as ‘Construction Responsibility CM’ and ‘Technology-based Bidding’
Introduction of various measures such as reorganization of ordering system, reorganization of education system, and strengthening of technical capabilities

The government has embarked on a major transformation, including establishing a system to strengthen global competitiveness, such as converging construction technology and ICT and focusing on fostering smart construction engineering, and expanding pilot projects.

The Ministry of Land, Infrastructure and Transport announced on the 3rd that at the 113th State Affairs Review and Coordination Meeting chaired by the Prime Minister, the government discussed a paradigm shift in the construction engineering industry to secure global competitiveness in the rapidly changing future construction market.

Construction engineering means managing the entire construction process, including planning and design, operation management, etc., in conjunction with construction. While advanced countries are already rapidly transitioning from simple construction to a high value-added industry that focuses on the integration of all processes, including design and construction, Korea is still focused on construction and is insufficient in advancing into the integrated field.............

'Digital construction' is essential in the construction industry, including BIM, drones, and AR

In the future, digital technology and smart construction are expected to determine the success or failure of the construction industry.

Recently, the domestic construction industry has also started to introduce AI, big data, and AR to the field, but it is still at a beginner level. Accordingly, there are growing voices calling for the urgent need for smartening and digitalization of the entire construction industry.

To this end, it is pointed out that the digital transformation of construction companies is an urgent task. This means that BIM (building digital model technology), cloud, Internet of Things, advanced data analysis (artificial intelligence, etc.), augmented reality, virtual reality, modular, 3D printing, robotics, intelligent construction equipment, unmanned aerial vehicles, etc. should be actively utilized in construction sites and design processes.

Early realization of smart construction… Creating a ‘BIM control tower’

Establishment of the Construction Research Institute in the first half of the year is likely… After expanding the public application, it will be spread to the private sector

The first public 'BIM Center' (tentative name) in Korea will be launched in the first half of this year.

In order to realize smart construction at an early stage, it is expected to serve as an advance base for speeding up the mandatory application of BIM (Building Information Modeling) to national projects and expanding it to private construction sites.

According to the Ministry of Land, Infrastructure and Transport and the Korea Institute of Construction Technology on the 2nd, a plan to establish and operate a BIM center in a national research institute is being promoted in order to spread BIM, which is called a “game changer” that will change the old production system of the construction industry, to public projects.

Unlike CAD, which supports two-dimensional (2D) design drawings, BIM, which is implemented in 3D, is widely used throughout all stages of the facility life cycle, including shortening design and construction periods, improving construction quality, and utilizing maintenance management.

In October 2018, the Ministry of Land, Infrastructure and Transport announced the 'Smart Construction Technology Roadmap', an action plan for applying cutting-edge technologies to construction sites in various ways, and designated BIM as its core technology. To this end, it made BIM mandatory for road projects worth 50 billion won or more this year, and also released a schedule to fully introduce BIM by 2025.......
